Problem with importing data into Divisions

Is anyone using this feature in SF.com.  We have had the feature enabled because our company is split into Divisions.  The US are currently using the system and now EMEA is going on line.  Unfortunately when I try to upload data marked for import to EMEA, it overwrites/appends data to records in another Division. 

The US have some accounts with the same Company Name (which happens with multinational companies) as EMEA accounts and when we upload data, it appends the contact information and fills in any blanks on the existing record with details from the uploaded data.  This should not happen, the duplicate company names have different addresses for starters, and the whole purpose of Divisions is to prevent this from happening!

Any ideas?  Anybody else had this or a similar problem? Have reported to SF.com but getting frustrated with long response times.

We had similar problems but if you use Account Site this should help - we made ours mandatory in order to ensure this worked.  Here, we insert the Billing Country into the Account Site and therefore if you have 2 Barclays PLC - 1 in UK and 1 in America you can differentiate by this.

Another issue we had was that although the Account Site might be in the UK, our Americas regions might be doing the work and need to recognise the revenue so we added a Custom Field (Picklist) of all our BU's (Business Units).  So reports can be generated by BU.

Have you also tried data loader for this?  I have only used this for uploads so far and it uses the record ID - its' very simple to use and you can insert new records.
