connection to local files through salesforce

Hello

Is it possible for a undefined number of salesforce users to connect to local files? (for example, this file is shared on salesforce for people to access it)... is that "doable?"

not sure i understand completely your situitation,
but you can put files into salesforce as solutions or knowledge base and then make them available to users who are not salesforce users.

you must understand self service and knowledge base setup, then you should be able to populate solutions.
