Lookup field as a required field

Hi, I am trying to understand why lookup fields cannot be marked as required on a custom object ?  I have a lookupfield  that I am trying to change to as a required field - however I dont see that option.

You can make it required on the page layout - follow these steps.

My question is I guess why certain fields can be marked as required from the edit field page while others from the page layout ? why such different funtionality? anybody wanna take stab and oblige my curiosity ...

It answers my question indirectly :) sheds light on the aspect of having field universally required or required for just a particular  user entry form - (layouts). makes a lot of sense why have such functionality.
