View over Recycle Bin

One of our users wants a view over the Recycle Bin.  Is that possible?

According to the help, all users should be able to choose My recycle bin from the drop-down list to view just the items you deleted. Administrators, and users with the "Modify All Data" permission, can choose All recycle bin to view all data that has been deleted for the entire organization. In Personal Edition, the All recycle bin option shows all of your deleted items.

It is not that simple.  The user would like to view all leads that have been deleted that have a check box checked and they are within a specified time range.

I'm in the exact same boat with Solutions. Normally we have 50 deleted solutions a month. This month it's more like 10,000.
