Problem: Cannot create a new namespaced component
How do I resolve this... I can not deploy?

How do I resolve this... I can not deploy?
Can you provide some more details? Did you create an org with a namespace and managed package? Are you trying to deploy a component into a new org that has the managed package installed?
The more details the better.
