Enabling a user to create email templates

Where can I find this security control?

If you want to provide access of any component to user of specific profile then you can do this by going in 

 

Setup > Administration Setup > Manage User > Profiles > Go to user profile

 

here you can do changes related to security.

Below are the permissions that are required from profile level to create the Email templates.

 

To create or change HTML email templates:“Edit HTML Templates”
To create or change Visualforce email templates:“Customize Application”
To create or change public email template folders:“Manage Public Templates”
