Export users via Eclipse

There is the possibility to export the users sandbox to the production environment?

Run report on sandbox and export user object records as CSV file.

Or use DAta Loader to export user opject from sandbox org.

Use this file to load users to production org using Data Loader.

Even you can export from sanbox with sForce Explorer and then insert in prod.
