Cant access DEBUG LOG

I am trying to add a user to debug log and i am getting an error "contact administrator"

Hi,

 

Check the following things,

 

Debuglogs available only in Enterprise,Developer and Unlimited editions only and also to get access user need following permission  “Manage Users".And u can use debuglogs 20 per hour,if want to use again u can reset debuglogs,then u can use unlimitedly by reseting debuglogs.
