self-service portal/Solutions Category level

Does anyone know if there is a way to have a certain Category of Solutions available only to a specific Account and their registered Users?
In conjunction, is there a way to do this using a Solutions Record Type and make it available to self-service Users from a certain company?

The answer is unfortunately "no."  The SSP only provides a rudimentary segmentation capability by allowing you to set one top-level category for all SSP users.

 

You may be able to accomplish what you're looking for using the Customer Portal and Knowledge, but both require additional licenses.
