Time Limit Exceeded creating a Master Detail relationship

Trying to create a Master Detail relationship and I'm receiving a Time Limit Exceeded error. Anyone else have this issue before? This is in a dev environment with no data.

That's a new one for me. Does the master object maybe have a LOT of child objects?

No. I was able to create it in the full sandbox, but not the dev box. Maybe it'll work later.
