Deployment from PROD to TEST or Vise-Versa.

Using the Professional version how can I get all the metadata from prod to test?  If I have read correctly it looks like Eclipse would be required.  Does the Professional version allow such a migration?

From the Metadata API documentation:

 

"To use the Metadata API, your organization must use Enterprise Edition, Unlimited Edition, or Developer Edition. If you are an existing Salesforce customer and want to upgrade to either Enterprise or Unlimited Edition, contact your account representative."

The eclipse IDE and the migration tool (ant) are both based on the same metadata api, and unfortunately it looks like Professional edition does not get api access.
