Is Data Loader effected by the API Govonor limits? (excluding triggers etc)

I assume that the Data Loader is using the API to access salesforce so excluding limits directly in salesforce (triggers, heaps etc etc) is the Data Loader effected by the API limits eg on:

So if I have 1 user the Data Loader can only make 1,000 calls to salesforce in any 24hr period?

Yes that's correct but with 1 call it pushes volumes of data.1000 API calls is the limit but as you must be aware these API calls are freed in a sliding window fashion. So as the times elapses APi calls are freed every hour.
