Hi Sadasiva,
Yes. Delegated User cannot do much changes in the User Profile, which was logged in.
Delegated User cannot change Profile/Role, Manager, Email etc., in the User profile which was used to log in.
This is the standard salesforce behaviour for security purposes.

In my case a delegated admin can edit all the field in the user object expect the Manger and licence type only.
they are edit emil and role,profile also
Yes, Delegated Administrator cannot change the Manager field.
