is this where your attempting to reach the plugin installation from eclipse?

do you have more information regarding what your setup is?

I recently hit this with Eclipse Juno on a windows 8 machine, the fix was to edit the eclipse.ini file and add

-Djava.net.preferIPv4Stack=true

after the -vmargs line

if its unrelated to eclipse, sorry!
