i want restrict when they hice username &password?

how can i restrict when they are not give specific username & password and i want restrict when they give wrong password&username please suggest me .provide clear idea for me iam begining of this .

What you want to restrict ?? Where they will enter the user name /password ? If they give wrong password they wont be able to login to salesforce , first place.... ???????

sorry for my mistake i want  to do know how to restrict in visualforce page .i want do know when the user  type a username & password  first ask register .how to do this in visualforce page . iwant create own  register code in visualforce page .so pls help me .if any mistake in this question dont mind

Not sure, why you want a double registration, when users are already registered in the system ? Just curious to know what kinda requirement is it ... any more clue ??
