how many users can you have in sandbox?

When uploaded data with the Apex Data Loaders, one error I get is:  operation performed with inactive user.  I tried to import the user.csv table, but that didn't seem to help.

Your sandbox can have the same number of users as your production system had when the sandbox was created.

 

You can see who's active by going into Setup > Manage Users > Users.
