Is there a way to trigger the case comment alert via the API?

I would like to fire the same alert to the case owner, etc. when adding a public case comment via the API as happens when a user adds a case comment via the SS portal.

Is this possible?

In general the API does not fire emails like the app does, but the ability to do this is on its way.

Is there anything very similar to SOAP headers for assignment rules? Or by when this is expected to be released?

It will be a SOAP header, its being worked on, but i can't say when it will be available.
