Email notifications for lead assignments

Is it possible to turn-off email notifications for leads assigned to a specifice user. I have done everything possible to deactivate email in their personal setting but it's not work.

A nasty workaround would be to create a Queue, assign the user to that - and then uncheck the "email members of queue" in the Queue setup.  Then assign those leads to that Queue rather than the user directly.

Can you please provide more detail how to go about doing this? What do you mean by creating a queue?

In Setup, you can create "Queues" right near where Users are located.  You can assign users to a Queue, and then assign records to Queues.
