Salesforce has a webservice api, whereby any sObject you create on Salesforce is webservice ready from the moment you create it.

 

Salesforce also ship the Apex Dataloader - a client utility that connects to your org via the webservices API and allows you to perform Mass Load / Export / Update type operations.

 

Get DataLoader from Setup > Data Management > Dataloader

What about using REST, can we use REST to query records in salesforce?
