Development Edition Change Sets

Can you use change sets to move changes from the development edition to a sandbox?  In my development edition under "Deploy" the only option is Monitor Deployments.

You cannot create a sandbox in Dev Edition so you cannot use Change sets.

You can create package from your dev org and install it on production org, then create sandbox or refresh existing sandbox.

You can deploy your changes from Dev Edition to your sandbox by writing ANT scripts using Force.com Migration tool .

 

 In Dev Edition you will not have Data Management->Sandbox.

 

In Order to use change sets first the deployment connection should be set in Production Environment which will list the available sandbox.
