have created similar functionality to partner portal w/ .net.  allows for lead management, opportunity registration and/or pipeline management (depending your biz rules), with subsequent standard (ie - Customforce) sfdc rules allowing for task generation and workflow notification to internal channel sales reps.  many more features as well.  if interested in discussing, drop me an email:  jan.sabelstrom@casallc.com
