Customer portal is intended to allow your customers access to data specific to them - so their account and contact information, cases they've raised, assets they have purchased.
Partner portal is intended to allow your partners access to sales information that they are working on, either as channel sales owning leads/opportunities, or getting involved in leads/opportunities to progress them past a certain point. For instance if the an opportunity requires an installation, one of the stages could be to carry out a survey to ensure the product can be installed. The opportunity would then be shared with the partner at the survey stage so that they could enter their findings and any associated documents.
