Apex Data Loader is from Salesforce.com to handle very large data volumes.

Import Wizard is for end users to import data on specific objects from Salesforce.com UI, up to 50,000 records.

JitterBit is third part / AppExchange tool to manage more volumn of data using GUI.

 

I use Apex Data Loader all the time!!!
