How to dynamic resource allocation in force.com and how to live migration?

I just have the question above, and I am now searching some information about force.com because my company wants to make application through force.com platform, but I have not found the answer and similar answer, so please help me.

I am not sure when you are saying dynamic resource allocation, but when you are saying live migration, is it something you want the code to be migrated when users are working in the environment ?

 

If the later question is correct then, force.com migration can be done while users are online/working in the environment but that might have a little impact on the tasks users are performing.
