Inbound Deployments from Sandbox not working

As of today, I cannot deploy change sets from my sandbox (cs11) to the sandbox (cs10) site. I get emails that the upload worked but it just doesnt apper in the list of inbound change sets.  Any Infos about this issue?

This happened to us a few weeks back, so I kept uploading few times. About 4 hours later or so , all the uploaded change sets (from several attempts) were in the inbound change set queue. Don't know why this happens but I remember reading in one of the posts on this discussion forum that sometimes change sets take upto several hours to become available in the inbound queue.
