Check fire wall if the download is being prevented.
Did you resolve this?? I've had same issue for few days. Tried uninstalling eclipse a few times and reinstalling both Indigo and Helios and keep getting exact same error as you got. Killing me. Win 7 x64. But we had this installed on this machine in past, issue started when upgrading to IDE v24
