Can I used 3rd party libraries within the Developer Force environment ?

For example, can I use jQuery ?

Yes! There are many ways to use libraries such as jQuery with Force.com.

For mobile development, try Mobile Components for Visualforce (http://wiki.developerforce.com/page/Introducing_Mobile_Components_for_Visualforce), which contains wrappers for jQuery and jQuery Mobile.
