Wrappers for 3rd Party Libraries

Hi All

 

I am new to Developer Force and Cloud Computing.

 

Do all third-party libraries that are to be used within Developer Force require a Wrapper ?

 

What is a Wrapper ?

 

Does Salesforce.com develop the Wrappers ?

 

Can Developer Force developer develop a Wrapper ?

 

Do Wrappers need to be certified by Developer Force / Sales Force ?
