For reference or Id fields, how is it to run starts with query thourgh the API

In reports, it is possible to filter by reference fields, with the operator starts with. How can this be achieved through the API. Like operators can not be used with reference fields.

Interesting, what's the use case for this?  You are correct, soql doesn't support this today.

Importing contacts from SF. The idea is for users to specify filters, was following how reports work.
