What timezone used in SF database to save last modified dates

When an update happens on a contact, what time zone is used to update LastModifiedDate field in the SF database. Is it in UTC ?

The timezone is a user setting.  All dates are stored in GMT.

Thank you, but then when I run a query using Sforce Explorer based on the GMT time it does not fetch the record. my query filter looks something like LastModifiedDate > 2006-11-24T14:20:00.0000000-05:00

without the time filter the return date is 24/11/2006 12:20 PM which is in my time zone eastern Time. I feel there is an inconsistency someplace.

12:20 EST is not  greater then 14:20 EST, which is what your query is filtering on.
