add managed package failed after deleting managed package

Hi, 

 

We created a managed-beta package and it worked.

 

We then deleted the package, but failed to recreate one, only unmanaged package is allowed.

 

Is it designed like this? It does not allow you to create a new managed package even after previous one has been deleted.

 

How could we get around of this?
