what r the permissions we have to give to any external java user in REST API CALL.

Hello,

A user attempting to access the API must have the permission “API Enabled” selected. It’s selected by default.

Regarding other permissions, it depends on how much access you wish to provide that user. The external java  user must be a user in your Org but loging in with java application ot some other application. The access can be simply provided with profiles, permission sets, roles and sharing rules.
