Partner Portal Mass Emails

 

Is it possible to build a visualforce page that would connect to a client's Exchange server to enable a Partner Portal user to send mass emails?

Yes, appears to be possible as you mentioned you will be connecting to a client Exchange server and the mass email will be sent from there(since mass email is not available for partner user through Salesforce)

 

Also, I would suggest you to check for 3rd party apps if you can use - e.g. Mail Chimp
