Updating Salesforce1 Navigation Menu in a Package

Is it possible to update an org's Salesforce1 Navigation Menu with a managed package?  We have a VF page we want to make available on the Navigation Menu for easy access to our app.  Is this something only an org administrator can do?

It is possible to add a VF page to the Navigation Menu:

It talks about how you can add a VF page to the Navigation menu for easy access.

I know how to add a page to the menu.  I just don't know how to package it so that that page appears on the menu of the org installing it.

We also need to do this, but now we call it Lightning instead of Salesforce1.
