Validation Rules linking picklists

I'm struggling to link one pick list to another, for example when our stage reached "Won" I want another picklist to be mandatory however the ISNULL option isn't working.
 
Can anyone give me a pointer here?

Salesforce.com has Field Dependencies.  This works between two picklist fields.  You can have it so that when the Stage = Won then these values can be selected and the field is required on the page layout.
