Force.com tools are not loading into Eclipse 3.3

Hi,
 
I am using Eclipse 3.3.2 and updated with the latest version of the Force.com IDE through Software Updates link. But the issue is eclipse is not loading Force.com toolkit so it is not shown any of the Force.com features on the eclipse. It is appreciated if sombody could help me to resolve this issue.

Window >> Open Perspective >> Other >> Force.com?

Yes, I have tried that too. I am able to view the Force.com IDE Library Help in Help Contents. But the toolkit is not loaded into eclipse so that I am not able to view any link for Force.com IDE project. I doubt is there anything with OS? am using Windows XP service pack 3. I am fed up with installing Force.com IDE, your help is very appreciated.

Does anybody have an answer to this?  I am running into the same problem.  After following the instructions : http://wiki.apexdevnet.com/index.php/Force.com_IDE_Installation_for_Eclipse_3.3.x

I still am unable to select the Force.com perspective or create force.com projects.
