Grant Login Access

In the "Grant Login Access" page there is the ability to grant access for another person to login with your account.  How can I programmatically detect whether this is enabled for a given user?  Is it possible to programmatically disable this functionality?

I am not aware of any programmatic way to check or revoke Grant Login Access functionality.
What is your use case or requirement?
