Force.com SOA development

I would like to use the new Force.com SOA feature but I don't have the build option under App Setup.  Anyone know what I'm missing?

The Setup tree were updated a few releases ago. Most of your development can happen under the Create or Develop section. Take a look at this article to learn how to make web services callouts from Force.com.
