Apex Classes Author Permission

We have enterprise edition and i am system admin. My "Author Apex" permission is checked. However, i don't see the New button in my Apex Classes. What's going on? How can i make it appear? Thanks!

Make sure you're logged into your Sandbox when trying to create a new class. Apex must be created from the Sandbox or a Developer Edition account and deployed to your production server.

 

You can also create new classes via the Force.com IDE
