Is there any way through which I can get a CSV file from a FTP  in salesforce?

Outbound messaging / Apex SOA callouts etc. only support HTTP based communication. So the quick answer is NO. However if you could get your FTP services wrapped around a HTTP web service or end point, then you could potentially do it.
