Not sure about direct utility, but you can always export data in comman format like CSV or generate SQLs from first data source and import in other data source.
You can do it via CSV files, but still, it`s a quite long story. If we speak about a more convenient way to do a direct transfer from PostgreSQL to MySql I can recommend you Skyvia (https://skyvia.com/pricing)- cloud-based solution, which is much cheaper than Jitterbit or Informatica.
