Can Library Permissions be Changed via API / APEX?

Does anyone know if Library Permissions (Viewer, Author, Administrator, etc) can be Updated/Maintained via the API (APEX or WebService)?  I've scoured all the documentation but only see the GUI access.  Thx in Advance....

I searched today and I did not find anything either.   I also want to be able to mass create libraries and mass assign groups/users to those libraries.  But I do not see any way to do this through APEX or any of the APIs.
