Changeset is static or will reflect latest changes when it's been uploaded to other Org?

Hi,

 

Let's say at 9:00AM, I create a change set which includes file A, but I don't uploaded right away. I make some furthur changes to file A; and then at 10:00AM, I upload this change set to another Org. Is the change set as static as 9:00AM, or does it include changes after 9:00AM?

Will include all changes upto the moment you upload the change set.  You can test this by uploading an ountbound change set, and looking at the view source of a change set component on your target organisation's inbound change set.
