Problems with a Refresh

I'm trying to refresh our full sandbox from production.  However when I choose the refresh link, the only radio button it will let me choose is Developer?  Anyone seen this before?

Please make sure that you have a fullcopy Sandbox or not.If you have that and still you don't see radio button highlighted,I would suggest to contact salesforce support for this.

Also it's been over a year since our last refresh so that can't be our problem.
