How to implement the queue sharing(assignment rules) for a private custom object, Is it possible to implement assignment rules for a custom object apart from "Leads" and "Cases" , Please let me know

Hello,
No, you cannot have assignment for any objects apart fro Cases and Leads.
But you can have Workflow rules and Field Updates combination, to update the owner of the record to a Queue or Public Group.
Like when country is "India" (Workflow Entry Criteria), change Owner of the record to "India Members" (Field Update).
"India Members" can be a Queue or Public Group.
