when will the winter 09 release come out?

When will the winter 09 release come out?
Does this new release include the visualForce page package and deployment
feature ? Currently, we are using Eclipse plugin to do package and deployment.
I looked at the winter'09 release notes and can not find out whether the new release can package and deploy through AppExchange.

While I can't really speak to the release date, I can answer your other question.  From page 53 of the Winter '09 Release Notes:
Packaging support for Visualforce pages, static resources, and controllers
You can now create managed and unmanaged packages containing Visualforce pages, static resources, and controllers.
