How to add meta information on visual force page head section?

All codes written in the page are displayed in the html->body

 

But how to add meta info to the html->head?

e.g. <meta content="ie-7">

 

and how to remove vf page's prototype.js ?

seems if set showHeader = false , the html head can be override. but how to keep the salesforce's head and set the html head?
