Attaching files to an email

What is the best way to attach a file from record Contact A to an email and send to Contact B? For example I have the resume of someone and I want to send to my client through SalesForce?

Get the  files (body) as blobs from the Attachments object using the ID of the account for the parentID

 

then use EmailFileAttachment Methods to create the attachments

 

then attach to the outbound email

Thanks for your prompt response. All this is a new terminology for me - so I am researching the methods you mention here. I am newbie in VF so I guess will take me some time to get there.
