Visual force page showing odd characters

We have a visual force page that is showing odd characters like "Ã?Â" and "Â" in a rich text area field and also in the Chatter feed. 

 

Anyone encounter this issue in their org?

First of all please check with your machine languange driver I have been in same situation if machine is ok then check browser.

I'm running Windows 8 so the character set is UTF-16 and cannot be changed (my understanding).  

 

I tried different language encounding on the browsers and it made no difference (changed from ISO-8859 to UTF-8) and there was no change in the affected records.

Where should this be set?  I can change the browser, but it has no effect.

 

I looked into Windows 8 documentation and the language encoding cannot be changed on the CPU.

UTF-8 is a encoding format while saving a text or document file.
