Yes you can use data loader for this. When you import the id's would differ between sandboxes as you will be inserting new records in your destination sandbox.

 

Also, full copy sandbox has data storage of your prodcution limit, but other sandboxes have some (10mb or 20mb - not sure) data storage limit.
